Organise around
a decision someone can make.
Ask for a named action, from a person with the power to take it. Set a response date. Record what happens. Repeat together.
01 / Three accountable demands
Three accountable demands
These are proposed campaign requests. The deadlines below are not legal duties. Set calendar dates when your group sends them.
| Decision-maker | Decision and requested deadline | Measurable response |
|---|---|---|
| Council Cabinet Member for Housing | Bring an enforcement and advice referral plan to the relevant committee within 90 days. | Published report, named lead, staffing and budget, response measures, next scrutiny date. |
| Mayor of London / Deputy Mayor for Housing | Within 90 days, publish a briefing on current powers and any additional legislation sought for rent stabilisation. | Public briefing separating existing powers, a costed research or policy work programme and requests to government. |
| Your constituency MP | Reply within 28 days; ask a written parliamentary question on rent challenge access, data and the announced transfer of initial decisions. | A written position and the question reference or a clear reason for declining. |
Outside London, adapt the regional request to the relevant combined authority or council. Do not imply they can impose a cap without the necessary legal powers.
02 / Use a council motion
Use a council motion
Ask a councillor to adapt this draft to local standing orders and budget procedures. Check commitments with officers and renters before tabling.
03 / Write to your MP

04 / Build power around practical help
Build power around practical help
- Meet neighbours. Compare notices and experiences without publishing private documents.
- Make support reliable. Work with trained advisers; prioritise imminent deadlines.
- Choose one institutional ask. Decide who will receive it and who will follow up.
- Report back. Publish decisions, commitments and gaps without exposing individual cases.
Help must remain available to people who do not campaign. Join an existing renters’ organisation if that suits you; read its service and membership arrangements.
05 / Data work comes later
Data work comes later
A members’ rent register, case intake, breach reporting and an automated decisions pipeline are outside this release. Before collecting personal information, the organisation needs a data-protection assessment, a responsible owner, clear permissions and retention rules, and a secure backend.
For now, use the independent help directory and existing tools. There is no report form or mailing list here.
